We Detroit-born midwesterners have sorta always interpreted traffic rules more as "guidelines". Try I-696 someday ... where local customs prohibits speed limits and turn signal use.
I still work in Detroit Monday-Friday, and on the surface streets its common to see people run red lights all day long. Many don't even slow down. Just not enough police to control it.
Much quieter in my northern Michigan town, where I typically don't see another vehicle for days at a time.
