Figured it out. There is a drain plug/4 bolt plate on the bottom of the engine that allows you to see if the chain is on the crank sprocket. I removed the plate and measured the distance from the sprocket for the cam chain to the bottom of the motor 3 1/4" and cut a 1" dowel to that length.
Set the pistons to TDC on the rotor and adjusted the chain so it would meet at the top of the cam. The dowel allowed me to be able to let the cam chain go slack while installing the cylinder and head because the dowel was holding the chain on the crankshaft sprocket.

Everything was so easy with this dowel holding the chain to the sprocket.

Now just have to get a master link clip for my CA95 that I stole from it.
