Ah yes. That is the steering pump solenoid that senses when you have reached the limit of your steering to the left or the right. Then it changes the vacuum that goes through it so that it will increase your engine rpm a little bit so that when you are at a stop the engine gets a little bump in RPM to turn the steering pump. I just shattered the whole plastic deal off the top of mine and welded the hole up that you will see in that threaded body that you will have left when you remove the plastic.

Those things are super expensive and are only needed on the original car.. if you really want it to operate perfectly but hardly anyone could probably ever tell if it wasn't working.
