Well I hate to say it, but if the starter turned albeit slowly before you disassembled it, you did something wrong when you put it back together again.

Just looked at mine out of the bike while waiting for parts. The thicker washer goes on the plate first, then the advance mechanism, then the thin washer, then the circlip.
